NORWEST MASTER SCHEME
The Norwest Master Scheme is the principle planning and development platform conceived and jointly operated by The Hills Shire Council, Mulpha Norwest Pty Ltd the parent developer of the Business Park, and Norwest Association Limited. The Master Scheme comprises statutory documents and legal instruments to create a unique environment where:
Estate and property development guidelines provide a co-ordinated and uniform standard of development for the ultimate benefit of all property owners;
The Norwest Planning and Design Review Panel considers development applications prior to determination by Council to achieve environmental excellence and certainty of outcome;
and
All land-owners become financial members of Norwest Association Limited responsible for the control and operation of the Norwest Business Park.
Under the provisions of the Norwest Master Scheme, the Board of Norwest Association Limited approves development within the Norwest Business Park on advice from the Norwest Planning and Design Review Panel. The Norwest Panel comprises two senior planning officers nominated by The Hills Shire Council and three nominees appointed by the Board.
